The Department reported budgetary resources of $53.3 billion as of September 30, 2011, an increase of 1 percent from the prior fiscal year, and USAID reported $23.8 billion in budgetary resources, a 5 percent decrease from the previous fiscal year mainly because of decreased appropriations in the Economic Support Fund and in the International Disaster Assistance account. The Department's increases in authority from offsetting collections, unobligated balances brought forward and recoveries offset by a decrease in budget authority from appropriations granted by Congress account for the increase.
