The Department reported budgetary resources of $57.5 billion as of September 30, 2012, an increase of eight percent from the prior fiscal year. The increase in the Department's authority resulted from offsetting collections, unobligated balances brought forward and an increase in appropriations granted by Congress for Overseas Contingency Operations in the Frontline States. USAID reported $ 23.2 billion in total budgetary resources for the fiscal year ended 2012, which reflects a reduction of one percent from the previous fiscal year. There was a significant reduction of 77 percent in recoveries from prior year unpaid obligations, but the consistency in total budgetary resources was achieved by an offsetting net increase in the unobligated balance.
