The Quadrennial Diplomacy and Development Review (QDDR) provides a blueprint for advancing America’s interests in global security, shared prosperity, and universal values of human dignity and freedom. As a joint effort of the Department of State and the U.S. Agency for International Development (USAID), the review identifies major global and operational trends that constitute threats or opportunities, delineates priorities and reforms, and informs budgets and management to ensure our civilian institutions are in the strongest position to shape and respond to a rapidly changing world.

The 2014 QDDR builds on the foundation established by the 2010 QDDR to ensure that our civilian leadership pursues a process of persistent improvement. Secretary Kerry has asked for the 2014 QDDR to “be a blueprint for America’s success in this new world,” and “a product that guides a modern State Department and USAID and empowers our frontline diplomats and development professionals to get the job done.”

Deputy Secretary Heather Higginbottom and Administrator Rajiv Shah co-chair the 2014 QDDR, fostering a participatory process that engages State and USAID personnel, Congress, interagency partners, thought leaders, non-governmental organizations, the business community, and the American public. At the request of Secretary Kerry, Special Representative Thomas Perriello joined the Department in February 2014 to lead the second QDDR process. With the support of leadership, State/USAID focus groups around the world, experts from Congress, and the foreign policy community, the QDDR Office is producing, tracking, and supporting implementation of the strategic review, which will be published in 2015.
