Office of the Special Envoy for Eurasian Energy

Secretary Clinton appointed Ambassador Richard L. Morningstar as Special Envoy for Eurasian Energy. Ambassador Morningstar and his staff will support the United States’ energy goals in the Eurasian region. He will work on key energy issues relating to Europe, Russia, Ukraine, Turkey, Central Asia and the Caucasus. He will provide the Secretary with strategic advice on policy issues relating to development, transit, and distribution of energy resources in Eurasia.

U.S.-EU Energy Council
Ambassador Morningstar: "Today, we launched what we’re calling the U.S.-EU Energy Council. ...[a] very high-level dialogue that will allow the United States and the European Union to have a very open and deep dialogue on strategic energy issues, on energy policy issues, on questions relating to research and technology, and will allow us to take a holistic approach towards energy." -Full Text

Bilateral Energy Security Working Group

The U.S. and Ukraine welcome the creation of a Bilateral Energy Security Working Group (BESWG) under the auspices of the Strategic Partnership Commission. At the inaugural session of the BESWG, the two sides discussed the importance of working together to strengthen energy security for Ukraine and Europe

Eurasian Energy Strategy
Ambassador Morningstar: "[T]he key to achieving our Eurasian energy strategy is engagement. We need to continue to engage with the private sector, with the EU and with individual European states, with Turkey, with Russia and with Central Asia.
