Since new times and new problems demand new thinking, in a speech given at the Council on Foreign Relations, Secretary Clinton outlined a strategy of partnering at all levels. The Secretary emphasized a 21st Century Statecraft of partnering not only with states, bilaterally and through multilateral institutions, but also with a wide range of non-state actors, organizations, and individuals around the world.
The Office of Global Intergovernmental Affairs is implementing Secretary Clinton’s vision of 21st Century Statecraft, forging connections and building durable relationships with non-state actors including local and sub-national elected leaders and officials, tribal communities, and non-governmental organizations.
