- Born in Rumford, Maine, on March 28, 1914;
- Graduated from Bates College in 1936 and from Cornell University Law School in 1939;
- Served in the U.S. Navy during World War II;
- Married Jane Gray in 1948;
- Elected to the Maine House of Representatives in 1946-1951;
- Served as Minority Leader, 1948-1951;
- Director of Maine's Office of Price Stabilization, 1951-1952;
- Member of Democratic National Committee, 1952-1956;
- Governor of Maine, 1954-1958; Senator from Maine, 1958-1980;
- Chairman of the Senate Budget Committee;
- Served on the Committees on Foreign Relations, Governmental Affairs, and the Environment and Public Works; Democratic nominee for Vice President in 1968;
- Commissioned as Secretary of State in President Carter's Cabinet on May 8, 1980.
- Entered upon his duties the same day and served until January 18, 1981.
- Died in 1996
