- Born near Lanesville, Harrison County, Indiana, March 17, 1832;
- Attended Indiana University;
- Admitted to the bar in 1854 and practiced in Corydon, Indiana;
- Married Matilda McGrain in 1858;
- Elected to the State Legislature in 1860;
- Served in the Union Army, attaining the rank of brevet major general of volunteers;
- Opened a law office in New Albany, Indiana, in 1865;
- Financial agent of Indiana in New York City, 1867-1869;
- Delegate to the Republican National Convention at Chicago in 1868;
- United States Judge for the District of Indiana, 186-1883;
- Postmaster General in President Arthur's Cabinet 1883-1884;
- Secretary of the Treasury briefly in 1884;
- United States Circuit Judge for the Seventh Judicial District 1884-1893;
- Unsuccessful candidate for the Republican presidential nomination in 1888;
- Went over to the Democratic Party in 1892;
- Secretary of State in President Cleveland's Cabinet March 7, 1893, and served until his death in 1895;
- As Secretary of State, advised against resubmission to the Senate of the annexation treaty of 1893 with Hawaii, and brought about the settlement of a dispute between Great Britain and Nicaragua; \
- Died in Washington, DC, May 28, 1895
