U.S. Secretary of State Colin Powell signs the Inter-American Convention Against Terrorism at the General Assembly of the Organization of American States (OAS) in Bridgetown, Barbados as the Minister of Foreign Affairs from El Salvador, Marķa Eugenia Brizuela de Avila, looks on. The Convention reaffirms and honors the commitment among the countries of the Western Hemisphere to enhance cooperation in the struggle against terrorism.
