SECRETARY POWELL: No. As you know, we've got a resolution before the UN and we'll be working on that today. And the advance team is in Monrovia from ECOWAS and I haven't gotten a full report from their first day's efforts, but I think we are now on track to see the early deployment of ECOWAS peacekeepers. And as you know, the Iwo Jima group is steaming in that direction. That's all I have right now.
QUESTION: Mr. Secretary, do you have anything on Latin America? Mr. Noriega was confirmed yesterday.
SECRETARY POWELL: Very pleased, very pleased, very pleased, that finally we have, once again, a confirmed Assistant Secretary of State for Western Hemispheric Affairs. And I talked to Roger yesterday afternoon to congratulate him, and I can't wait for him to finally be sworn in in the next day or so and take on his responsibilities. He has done a great job at the OAS and I know he will do a great job as Assistant Secretary. And John Maisto, who will be replacing him at the OAS, will do a great job there as well. It shows our interest in Latin America.
QUESTION: Can we assume that it will be a new chance for Latin America?
SECRETARY POWELL: That there isn't? How could there not be a chance for Latin America? I was at the OAS just a few weeks ago.
