Secretary Powell with His Excellency Oscar Berger, President of the Republic of Guatemala. PRESIDENT BERGER: (In Spanish.)

Mr. Secretary, thank you very much.

SECRETARY POWELL: Thank you very much.

PRESIDENT BERGER: Thank you very much for all your kindness. It was an honor for me.

SECRETARY POWELL: Thank you, sir.

PRESIDENT BERGER: Hope you visit Guatemala. I will take care of you. (Laughter.)

(The Secretary escorts the President to his car.)

QUESTION: Mr. Secretary, about the prisoner abuse in Iraq, as far as how that's harming U.S. efforts both to stabilize the situation there and to attract more coalition assistance?

SECRETARY POWELL: These are despicable acts, and I know my colleagues in the Pentagon are -- there are a number of investigations underway. It doesn't reflect on all of our troops. Most of our troops are doing a great job, upholding the highest standards of the service and doing everything they can to help the Iraqi people. We are there to help, not to hurt. And so the acts of a few, I trust, will not overwhelm the goodness coming from so many of our soldiers, and I'm sure that the investigations will get to the bottom of this and make sure that any problems that exist in the prison system will be fixed, and fixed promptly.
