QUESTION: Are you disappointed that they [the North Koreans] haven’t accepted the U.S. proposal, that there is no apparent breakthrough?

SECRETARY POWELL: We had a short discussion this morning and all we did in that discussion was to reaffirm the position that both sides took at the six-party talks. There wasn’t any negotiation, it was just to make sure there was clarity of our position and they wanted to make sure we had clarity of their position. We did not conduct negotiations. I shared all this information with my six-party colleagues. That was the extent of the discussion. Thank you.
