The fundamental values of the OAS (Organization of American States) and the Inter-American Democracy Charter and reaches out to Cuba if they choose to respond with a process that would address the fundamental questions about democracy and human rights. We want to build on the progress that's been made but we want to see positive results. We want to see actual steps taken by us and by others throughout the region that will really help people. That is our goal, I know it's the goal of the incoming government here in El Salvador and we look forward to working with them.
