Since its inception in 1987, the NRRC has evolved to fulfill a vital function in the U.S. arms control implementation program and its verification and compliance commitment. It has provided a highly reliable conduit for exchanging notifications with foreign governments under a steadily growing list of international agreements. Through the exchange of such information, the NRRC has played a critical role in fostering a sense of trust between the United States and its foreign treaty partners. Such trust in turn creates an environment of mutual security where further arms reductions and confidence-building measures can be pursued. In short, the NRRC stands as a model for accomplishing the mission, adapting its structure and its operating procedures to fulfill an expanding role in the implementation and verification of international treaties and agreements.
