Located in the Bureau of International Security and Nonproliferation (ISN), the Biological Policy Staff manages a wide range of policy issues at the intersection of national security, public health, and science. The Staff also represents the Department of State on the National Science Advisory Board on Biosecurity (NSABB) and the Federal Expert Security Advisory Panel (FESAP), which advises the Select Agent Program for dangerous pathogens and toxins, as well as numerous governmental and other groups on the range of issues noted above.

Key Missions:

The Biological Weapons Convention (BWC)
BPS leads U.S. interagency efforts under the Biological Weapons Convention, including adapting the Treaty into a broader, more flexible tool to manage emerging risks posed by powerful and increasingly ubiquitous technologies with enormous beneficial potential. Ongoing efforts focus on disease surveillance capacity building, assistance in the event of a suspicious outbreak or alleged use of biological weapons (BW), biosafety, pathogen security, national implementation measures (including penal legislation), and issues related to dual-use and the responsible conduct of the life sciences.

Worldwide Biosecurity
BPS works with a wide range of Federal agencies, nongovernment organizations (NGOs), intergovernmental organizations, and foreign partners on issues ranging from health security to regulation of laboratory biosecurity to oversight of emerging technologies such as synthetic biology.
