Interagency Coordination


The Department of State, Bureau of International Security and Nonproliferation, Office of Export Control Cooperation (ISN/ECC), provides policy direction for, and management and coordination of, the EXBS program. This policy direction is provided in consultation with other offices within the Department of State, as well as other U.S. Government agencies, including the Departments of Commerce, Defense, Energy, Homeland Security and Justice. To help implement the EXBS program, ISN/ECC draws on expertise from the agencies mentioned above as well as private contractors and non-governmental organizations.

The State Department's Office of Export Control Cooperation has two main roles in interagency coordination. The first is to coordinate with and support the efforts of other U.S. agencies in order to avoid duplication and ensure that deployments occur on a prioritized basis, and the second is to facilitate the efforts of other agencies, including helping them conclude government-to-government agreements.

In order to successfully implement these two roles, the Office of Export Control Cooperation chairs the interagency group to coordinate all U.S. Government export control assistance programs not funded by EXBS, such as the Department of Energy's Second Line of Defense program.
