The world community faces a serious challenge as irresponsible states and non-state actors seek to exploit weaknesses in the international nonproliferation regimes and misuse international commerce to acquire items and technologies for WMD, missile, and advanced weapons programs.

A robust partnership of likeminded states, working together as a "network of nonproliferators," is necessary to combat such illicit transfers and prevent WMD proliferation.

The goal of the 13th International Export Control Conference is to strengthen nonproliferation partnerships that advance international security and contribute to economic development.

Our conference will encourage the development of mutually reinforcing partnerships within national governments, between governments and industry, and among governments and organizations internationally.

"Partnerships" is a broad concept. Through a series of presentations by technical experts and practical exercises, we will illustrate the advantages of effective partnerships that accomplish nonproliferation objectives.
