Office of International Security Operations: State Defense Exchange (SDE)


Mission

PM/ISO is responsible for managing the State-Defense Exchange of Personnel Memorandum of Understanding between the Department of State and the Department of Defense. Within this agreement, the Department of Defense has agreed to detail up to 98 individuals to the Department of State. These military detailees serve in every regional bureau and several functional bureaus in order to provide Assistant Secretaries and their staffs military advice. Likewise, the Department of State sends approximately 100 Foreign Policy Advisors (POLADs) and faculty advisors to the Department of Defense. These POLADs are assigned to every Geographic Combatant Command and several Component Commands to ensure military commanders benefit from the diplomatic expertise provided by a Foreign Service Officer. By exchanging personnel, the two Departments build and maintain shared expertise, which better informs the making of U.S. policy and enhances the effectiveness of its implementation.

Currently, military detailees are assigned to the following offices: PM/FO, PM/ISO, PM/PPA, PM/PI, PM/RSAT, PM/SNA, PM/WRA, PM/DTC, S/ES-O, NEA/RMA, NEA/I, EUR/RPM, WHA/PPC, EAP/MLA, EAP/RSP, AF/RSA, PRM/PRP, ISN/MBC, ISN/CPI, ISN/RA, S/P, SRAP, J/GCJ, CT, CSO, S/GWI, SCA/RA, INR/TCA, INR/SPM, INR/IPC, INR/HIU, DS/IP/RD, L/PM, A/OEM, H, T, DRL/MLGA, DRL/SCA, FSI, IO/PSC, AVC/NRRC, AVC/ESA, AVC/MDSP, AVC/SA, AVC/VTT, AVC/MNSA
