The Office of Plans, Policy, and Analysis (PPA) is the principal office within the Department of State providing policy recommendations and programmatic support on cross-cutting political-military issues and programs, political-military planning, security sector assistance, and global peacekeeping. PPA directs over $6 billion annually in U.S. military grant assistance to allies and friends through policy development, budget formulation, and program oversight. The office also leads the Bureau’s efforts to train peacekeepers globally, address security contingencies, and ensure Department of Defense (DoD) plans and military activities are coordinated with U.S. foreign policy.
Five teams comprise the Office of Plans, Policy, and Analysis: Security Assistance, Afghanistan-Pakistan Security Assistance, Policy and Plans, the Global Peace Operations Initiative (GPOI), and the Global Security Contingency Fund (GSCF). The Security Assistance Team develops and manages military grant assistance policy and funding through numerous programs, in cooperation with regional bureaus and DoD. The Afghanistan-Pakistan Security Assistance Team similarly develops and manages military grant assistance and related policy issues with those two countries. The Policy and Plans Team coordinates strategic political-military policy and planning for the Department of State, and facilitates the development of global and regional political-military plans and policies with DoD. In partnership with DoD, the GPOI Team manages a U.S. program to build the peacekeeping and peace enforcement capacities of over 65 countries. The GSCF Team oversees joint State-DoD identification, development, funding, and implementation of assistance to respond to emergent challenges and opportunities across several facets of the security sector.
