Office of Nuclear Affairs (VCI/NA)

Mission Statement

The Verification, Compliance, and Implementation Bureau’s Nuclear Affairs (NA) Office is responsible for the development and implementation of policy relating to arms control, nonproliferation, and disarmament agreements and commitments in the nuclear area. Verification of and compliance with these agreements is central to the operations of the Office. At the outset of consideration of an agreement or treaty, NA provides verification- and compliance-related input to the formulation of negotiating positions. As agreements enter into force, the Office engages in the required and continued assessment of other countries’ compliance with their commitments. NA, working with other U.S. Government (USG) agencies, aims to improve other countries’ compliance with the terms of their agreements and commitments.

The NA Office is involved with the coordination and development of denuclearization plans as countries make the decision to rid themselves of their nuclear weapons programs. The Office ensures the proper exploitation of materials and equipment and collection of forensics and attribution evidence. These activities cross a broad range of issues relating to state of the art and emerging tools for detecting and characterizing nuclear activities at various stages of development, from the initiation of the nuclear fuel cycle through nuclear explosive testing.

The NA Office interacts with experts from relevant USG agencies, particularly the Intelligence Community, the Department of Energy and the Department of Defense to achieve its mission in the following representative areas:

  • Establish and implement verification and compliance policy.

  • Provide expert knowledge of nuclear fuel cycle technologies, nuclear weapons technology and development, and nuclear explosive testing.

  • Promote technologies and procedures for strengthening international consensus on nuclear-related verification- and compliance-related issues by working with international organizations and bilaterally.

  • Engage in compliance diplomacy with officials and opinion leaders from other countries.
