Creation of Postion: In the Economic Cooperation Act of 1948 (Apr 3, 1948; 62 Stat. 138), Congress established the Economic Cooperation Administration to administer the European Recovery Program (Marshall Plan). The Administrator was appointed by the President with the advice and consent of the Senate. The Mutual Security Act of Oct 10, 1951 (65 Stat. 378) abolished the ECA and transferred its functions to the Mutual Security Agency, effective Dec 30, 1951.
