In October 1994 the United States ratified the Convention Against Torture, and Other Cruel, Inhuman, or Degrading Treatment or Punishment. On November 20, 1994 the Convention entered into force for the United States. The Initial Report of the United States of America to the UN Committee Against Torture was prepared in compliance with the guidelines set forth by the UN Committee. This report covers the situation in the United States through September 1999 and the measures taken to comply with the guidelines set forth by the Convention. The report has been prepared by the U.S. Department of State with the assistance of department and agencies of the federal government. Report
