United States Government Funding and Assistance for
Projects Related to Persistent Organic Pollutants (POPs)

FY 2000 Support to UNEP-Chemicals for POPs Activities: $2,013,000
- $175,000 to support the global negotiations for a persistent organic pollutant (POPs) agreement.
- $500,000 to the UNEP-Global Environment Facility project to assess persistent toxic substances.
- $415,000 to provide Internet access and training in four African countries, with an additional $300,000 to expand the project to other countries.
- $98,000 to improve Russian analytical and monitoring capabilities regarding dioxin sources and receptors, with an additional $75,000 committed in 2001 for follow-up work.
Workshops sponsored in 2000 include:
- $50,000 contributed to a POPs workshop in the Southern Africa Development Community;
- $50,000 toward an Asia-Pacific regional workshop on dioxins, furans, and PCBs; and
- $350,000 to assist Asia-Pacific countries in creating a regional Dioxin inventory.
The US provides technical assistance to UNEP in several areas: capacity building to manage pesticides, dioxins/furans, PCBs, and wastes in developing countries; support for developing legislative frameworks for managing POPs; and training programs focused on alternatives to POPs pesticides.
FY 2000 Support to Bilateral/Regional Assistance Projects: $865,000
- $50,000 to determine the extent of obsolete pesticides in the Russian Federation.
- $165,000 to identify and phase-out sources of PCBs in the Russian Federation.
- $500,000 to implement the North American Regional Action Plans for DDT, chlordane, & PCBs.
- $100,000 to assessment of the risks posed by POPs in Latin America and the Caribbean.
- $50,000 on a joint workshop focused on environmental issues related to POPs in Egypt.
FY 2000 Support for DDT-focused Programs: $5,370,000
- $220,000 to WHO for educational/information materials for the reduction of reliance on DDT.
- $1.75 million contributed toward launching Netmark, which is an innovative public-private partnership in Africa to distribute insecticide treated bednets.
- $3.4 million to support WHO and its Roll Back Malaria program, with a portion supporting the development and implementation of alternatives to DDT.
