Subject: Haiti - Requirements for Research Clearances.

Environmental and Scientific Affairs, January 21, 1988.
The following requirements should be adhered to when applying for research clearance in Haitian waters:
1) Requests are to be submitted to the Government of Haiti through this office and the American Embassy in Port-au-Prince in a timely fashion. Normally, requests should reach this office at least three months in advance of the proposed research.
2) Requests should include the following:
(A) Name of vessel
(B) Registry of vessel
(C) Name of ship's captain
(D) Name and affiliation of scientific team leader
(E) Dates for which clearance required
(F) Approximate location of research and/or ship's track
(G) Purpose of research
(H) Activity sponsoring research
(I) Assurance that ship will be available to assist with maritime emergencies.
The standard format for submission of research clearances should be sufficient to meet Haiti's requirements (See NTRVO #67, January 14, 1985). one exception is item "(I)" above; if such assurances cannot be given, please explain.
3) A copy of the data and results should be provided to the Government of Haiti; submitted through this office.
4) There is no specific mention of a requirement for participation by Haitian scientists. However, the normal provision should be made. American marine scientists are encouraged to include local scientists in the planning for as well as the implementation of the research, at the earliest possible time. Such participation will usually facilitate obtaining the necessary clearance.
5. There is no mention of a requirement for notification of changes. However, anything other than very minor changes should be submitted to this office in a timely fashion.
