U.S. Department of State  Bureau of Economic and Business Affairs Overview | International Participation National Participation in ITU Activities Through ITAC Public participation in International Telecommunication Union (ITU) activities may take place at the national and international level. Involvement at the national level is possible, and encouraged, whether or not a firm elects to take part in international activities. Participation at the international level presupposes participation at the national level. The full ITAC normally meets once or twice a year while each of its sector and study group meets three to five times a year. These meetings are announced in the Federal Register at least 15 days before the meeting, unless shorter notice is necessary and permissible under the Federal Advisory Committee Act. Members of the general public wishing to attend a meeting will generally be admitted according to the capacity of the meeting room. They may join the discussion, subject to the instructions of the Chair. Meetings may be closed if deemed necessary. For security reasons, advance notice of attendance may be necessary. In the United States, there exists a subcommittee of the ITAC for each ITU sector (ITAC-R, ITAC -D, and ITAC-T). Each is composed of a subcommittee, which operates as a steering committee, and U.S. Study Groups established by the Department of State. The National Organization for the ITAC-R is responsible for developing U.S. positions for the international radio sector Study Group meetings, Radiocommunication Assemblies, and providing accreditation for delegations to these meetings. ITAC-D produces U.S. positions for the International Telecommunication Development Bureau (BDT) Study Group meetings, and provides accreditation for industry delegations and for the quadrennial World Telecommunication Development Conferences. ITAC-T develops U.S. positions for the International ITU-T Study Group meetings, and accredits U.S. delegations for Study Groups and the quadrennial ITU-T Plenary Assemblies, now referred to as World Telecommunication Standardization Assemblies. The U.S. Study Groups meet as necessary, most often in Washington, D.C. Interested parties can participate in any of the aforementioned national study groups.
