The United States and Colombia have reached agreement on expanding air services in our bilateral aviation market. The agreement, which was finalized March 15, 2000, will go into effect immediately on the basis of comity and reciprocity, pending its entry into force through an exchange of diplomatic notes.

Passenger Service

To date, the airlines of each country have been able to operate 49 weekly flights between the United States and Colombia. The new agreement will provide each country with 21 additional frequencies spread out over 2½ years (seven immediately, seven more in 18 months, and another seven 30 months from now).

There will be no limits on the number of airlines that may be designated to serve the market.

Colombia has been granted three new "rover" points in the United States to which its carriers may operate immediately. Rover points are those in one country which can be chosen and changed by the government of the other country on 30 days' notice. U.S. carriers may begin to operate to Medellin as of October 1, 2002.

The new agreement will, for the first time, allow codesharing. Each side will get three additional rover points for codeshare service beginning in 18 months and another three in 30 months.

To stimulate tourism, U.S. carriers will have the right to unlimited charter operations to Santa Marta, Cartagena, and San Andres. Colombian carriers will have unlimited charter rights to Orlando and San Juan, Puerto Rico -- scheduled passenger service to San Juan will also be unlimited.

Cargo

Cargo services will now benefit from open designations, types of aircraft, frequencies and points in each other's country.
