Method and Maintenance
The Standardized Regulations (Government Civilians, Foreign Areas) are issued in loose-leaf manual form to permit insertion of new and revised material and the removal of superseded material. Whenever the text of the Regulations is amended by the addition of new language or the deletion or revision of existing language, or whenever changes are made in the tables, (Section 920 et seq), the affected pages are republished under cover of transmittal letters identified as TL:SR-, followed by a serial number. These are sent to all manual holders who should keep a record of their receipt on the attached checklist. The transmittal letters list the changes, deletions or additions, with explanations where necessary; give the effective dates and contain instructions for inserting new pages and removing obsolete ones. Together with pages removed from the manual, they should be retained for subsequent reference. Additions and revisions in the text are marked by an asterisk opposite the appropriate section number. This asterisk is used only at the time the new section is published, and is not repeated in any subsequent issuance. In the case of a complete new issuance, the effective date for all material is stated in the transmittal. When subsequent revisions and additions are made, the effective date of the change marked by an asterisk will be the date following the section heading, unless otherwise indicated in the transmittal letter. Effective dates for other portions of the revised page will remain as previously established.
