KDOM Daily Report
Released by the Bureau of European and Canadian Affairs, Office of South Central European Affairs, U.S. Department of State, Washington, DC, October 5, 1998 |
Compiled by EUR/SCE (202-647-4850) from daily reports
of the U.S. element of the Kosovo Diplomatic Observer MissionOctober 5, 1998
For the fifth consecutive day Serbian forces seem to be in a stand down mode. While most VJ units have returned to garrisons, units of significant strength are still deployed, especially around Podujevo, Komorane, and Dulje. KDOM was unable to confirm reports from villagers that three villages north of Malisevo had been shelled on the evening of October 4. Serbian police presence remains high, especially along main lines of communication and in many villages. The presence of these police personnel is discouraging the return home of thousands of Kosovars remaining in the open.
KDOM personnel again visited the lone survivor of the alleged September 26 massacre in Golubovac. His condition is worsening but he refuses hospitalization for fear of Serbian retaliation. KDOM also saw the bodies of two teen-aged girls near Gornje Obrinje. From the condition of the bodies they appear to have been shot about the same time as the alleged massacre of 13 others in that village.
KDOM again visited the humanitarian relief center in Orahovac (for the eighth time in 10 days) and found it, once again, closed. A police officer at the center said the facility gave food to all in need, and even delivered to those too sick to come. The officer was contradicted, however, by a Serbian man who told KDOM that the center was almost never open and did not deliver. The man left the scene under police escort. KDOM noted no significant movement of IDPs throughout the day.
