of the U.S. element of the Kosovo Diplomatic Observer Mission

November 7, 1998

Kosovo was calm today with no major incidents reported or observed. KDOM is seeking to facilitate the return to families of the remains of those KLA fighters killed in the police shootout yesterday. KDOM is also working to keep the two sides separated in that area. Police commander Lukic reported to KDOM the disappearance of two police officers yesterday near Lapusnik, and asked KDOM to help locate the men. KDOM raised the issue with the KLA.

Residents in the Drenica region report an increase in IDP returns over the past week. Schools for Albanian children have reopened in Prizren while similar schools in Glogovac and Gornja Klina areas remain closed.

KDOM received reports of land mines in northern Drenica and observed a booby trap in a school in Bobovac, south of Kijevo. KDOM advised police commander Lukic of these; he agreed to have them disarmed and removed.

The KLA regarded their leadership's meeting yesterday with Ambassador Chris Hill as very positive. The leadership agreed to observe the cease-fire and respect the OSCE verification agreement. While the overall tension level in Kosovo is lower, both sides remain edgy in the Drenica, Malisevo, Suva Reka, and Podujevo areas.

KDOM personnel count today is 167 Americans. Training of additional personnel continues.
