Kosovo remained generally quiet on the morning following the inconclusive end to the Rambouillet talks. The Contact Group has set March 15 as the date to resume talks aimed at achieving a political settlement between the Serb and ethnic Albanian negotiating teams.

Reports today from many areas of the province indicate the FRY continues to move, reinforce, and redeploy both VJ and police forces. Garrisons on or near Kosovo's borders seem to be those most actively reinforced.

KVM patrols continue to be harassed in Kosovo as they carry out their assigned verification duties. There have been reports of some shooting and shelling north of Pristina but details on fighting and possible casualties are not yet available.

The U.S. has made clear to the government in Belgrade that we expect them to continue to work with us and other members of the Contact Group to reach accord on elements of the proposed settlement agreement presented at the Rambouillet talks. The U.S. has also made clear its position that both sides must avoid renewed violent confrontation and victimization of civilians during this interim period leading up to resumption of the talks on March 15.
