1964 Second Annual Report Recommendations, United States Advisory Commission on International Educational and Cultural Affairs

  • President of the Carnegie Corporation; launched Medicare and oversaw the Elementary and Secondary Education Act of 1965 as Secretary of Health, Education, and Welfare (HEW) under President Johnson; founder of the non-profit public interest groups Common Cause and Independent Sector; received the Presidential Medal of Freedom in 1964; author of many books

 Summary: This second report mainly revisited recommendations from the first report.

Major Recommendations:

  • Maintain U.S. governmental financial support of educational and cultural exchange programs with Western Europe
  • Undertake a study the functions, programs, and operations of the East-West Center
