  • The establishment of a separate public-private entity to assume complete responsibility for programs now handled by several government agencies.
  • That the executive branch and Congress increase the budget of the Bureau of Educational and Cultural Affairs.
  • That Congress appropriate funds needed to implement the International Education Act of 1966.
  • To establish a corps of Education Officers.
