1976 Twelfth Annual Report Recommendations, United States Advisory Commission on International Educational and Cultural Affairs

Major Recommendations:

  • That the House Appropriations Committee provide the State Department with the funding necessary to conduct an international educational and cultural exchange program.
  • Implement provisions of Basket III of the agreement between the United States and Eastern European countries.
  • That the United States unilaterally and in concert with its NATO allies maintain a record of actions that have been taken to implement the Basket III provisions, and of actions by Eastern European countries which defy them.
  • That a unit be established within the Department of State to monitor actions taken by governmental and private institutions to implement provisions of Basket III.
