Alicia Frechette

Alicia Frechette is the Department’s Executive Director of the Office of the Legal Adviser and Bureau of Congressional Affairs (L-H/EX).  She brings over thirteen years of executive-level experience to the joint executive office which is responsible for successfully devising and implementing the full range of management and administrative support and advice to the L and H bureaus of approximately 470 employees and contractors who provide legal advice and counsel and legislative strategy on behalf of the entire Department of State.

Ms. Frechette joined the Department of State in 1989.  In 2001, Ms. Frechette became the Deputy Executive Director of L and became the Executive Director in 2008.  Ms. Frechette also serves on a number of Departmental boards and advisory groups and is a committed champion of professional development and DEIA initiatives inside her bureaus and across the Department.

Among her previous roles, she provided expertise to the Bureau of Administration (A) as a Personnel Management Specialist, then as the SES Program Manager in the Bureau of Human Resources (HR), where she supported the Executive Resources Board, SES recruitment, Civil Service performance management and Schedule C appointments, followed by Chief of Human Resources for A, where she oversaw the provision of delegated HR services including recruitment, classification, staffing, performance management and recognition, position management, employee relations, in addition to training and development.

Ms. Frechette has a B.A. in English from the University of Maryland.  She and her husband Steve Ericson have four children.  She and her family are active volunteers in her community and her professional and personal focus has been in helping to develop women leaders and promoting opportunities for greater inclusion for those with special needs.
