Carlos Matus thumbnail

Carlos F. Matus is a special agent with the Bureau of Diplomatic Security (DS) currently serving as Principal Deputy Assistant Secretary and Director of the Diplomatic Security Service. DS is the law enforcement bureau of the State Department, leading worldwide security and law enforcement efforts to advance U.S. foreign policy and safeguard national security interests. Mr. Matus is 35-year veteran of the Department of State, and a career member of the Senior Foreign Service with the rank of Minister-Counselor.

Domestically and most recently, Mr. Matus served as the Deputy Assistant Secretary for both the Threat Investigations and Analysis Directorate from 2019-2020 and the High Threat Programs Directorate from 2018-2019. His other domestic assignments include Regional Director for High Threat Programs, Deputy Regional Director for Contingency Operations, focusing on Afghanistan, Office Director of Protective Intelligence Investigations, DS’ Legislative Affairs Office, Criminal Investigations Division, Shift Leader on U.S. Secretary of State Madeleine K. Albright’s protection detail, the Miami Field Office and his first assignment, the Washington Field Office.

In 2017, Mr. Matus served as the Regional Security Officer at U.S. Embassy Kabul, Afghanistan, after having previously served in Kabul in 2004. In addition to his two tours in Kabul, Mr. Matus has also served overseas in Honduras, Bolivia, Panama, and Austria.

Mr. Matus is the individual recipient of the State Department’s Meritorious and Superior Honor Awards, as well as many other commendations; and was twice recognized by the U.S. Marine Corps as RSO of the Year for D Company. In 2018, he was awarded the Presidential Rank Awardfor Meritorious Executive.

He is a graduate of the University of Maryland and the Inter-American Defense College and holds a Master of Science degree in Defense and Security from the University of Salvador, Buenos Aires, Argentina. He lives in Potomac Falls, VA, with his family.
