
Deena Johnsonbaugh Parker is the Managing Director of the Office of Performance and Planning in the Bureau of Budget and Planning. Ms. Parker is a Foreign Service Officer who began her career with the Department of State in 1998.
She previously served in Taipei, Taiwan (2018-2023), Guangzhou, China (2015-2017), Kyiv, Ukraine (2011-2014), Washington, DC in the Office of Taiwan Coordination (EAP/TC) (2008-2010), Taipei, Taiwan (2004-2008), Bogota, Colombia (2001-2003), and Hong Kong (1998-2000). She received a Master of Science degree in National Security Strategy from the National War College in 2018.
Ms. Parker, a native of the state of New York, received a Bachelor of Landscape Architecture degree from the State University of New York College of Environmental Science and Forestry in 1993 and a J.D. from Seattle University School of Law in 1997. She worked as a Public Defender in Tacoma, Washington before joining the Foreign Service.
