Hillary Batjer Johnson is a Career Member of the Senior Executive Service and serves as the Deputy Coordinator for Homeland Security, Screening, and Designations in the Bureau of Counterterrorism at the U.S. Department of State. In this capacity, Hillary manages whole-of-government approaches to protecting the homeland from terrorism by negotiating arrangements with foreign partners for the exchange of terrorist identities, managing a comprehensive border security system to counter terrorist travel, promoting border and aviation security initiatives, and combating terrorist financing through the designation of foreign terrorist organizations, individuals, and State Sponsors of Terrorism under authorities of the Secretary of State. Hillary also facilitates foreign partner engagement on critical infrastructure security and resilience, particularly soft target security and critical energy infrastructure protection. Hillary joined the CT Bureau in the Fall of 2005, where she served as the Deputy Homeland Security Advisor, later the Deputy Director, then Director for the Office of Homeland Security. Prior to joining the CT Bureau, Hillary served on State’s Policy Planning Staff under Secretaries Powell and Rice, responsible for broad Western Hemisphere policy issues. Prior to this position, Hillary served in the Office of Policy Planning and Coordination for the Bureau of Western Hemisphere Affairs covering issues ranging from human rights and trafficking in persons to hemispheric security and homeland security. While there, she was detailed to serve in the Office of the Under Secretary for Political Affairs overseeing regional and bilateral policy issues in the Western Hemisphere on an as-needed basis, and served on rotation at Embassy Bogotá, Colombia as the short-term Human Rights and Labor officer. Hillary received her MPIA from the University of California, San Diego’s School of Global Policy and Strategy and her BA from Whitman College in Walla Walla, Washington. She is a recipient of the 2021 Presidential Meritorious Rank Award.
