Michael B. Phillips is a Senior Foreign Service Human Resources Specialist with the rank of Minister Counselor. In his current role, he oversees the Office of Overseas Employment, the Office of Casualty Assistance, the Global Community Liaison Office, and the Grievance Staff.
Prior to joining the GTM Front Office, Michael served as the Managing Director for GTM’s Executive Office from 2019 to 2022. Previously, he served as Minister Counselor for Management Affairs for Mission India, HR Director for the S bureau, Senior HR Officer for Mission Russia and Mission India, and as a Regional HRO at the Frankfurt Regional Support Center. He also served as HR Officer in Sofia, Bulgaria; Dhaka, Bangladesh; and at the U.S. Mission to the United Nations in Geneva.
Michael has 28 years of federal human resources experience in support of civil service, foreign service, and locally employed staff. Before joining the Department of State in 2002, Michael served as a Civil Service HR Specialist with the Office of Personnel Management and with the departments of Commerce and Agriculture. After graduating from Susquehanna University, Michael began his federal career in 1992 as a Peace Corps Volunteer in Lithuania.
