Deputy Assistant Secretary Philippe Lussier

Philippe Lussier is currently a Deputy Assistant Secretary in the Bureau of Global Talent Management, U.S. State Department focusing on policy coordination, casualty assistance, civil service human resource management, and long-range HR issues including workforce analysis and resource management. He has been at the U.S. Department of State since November 2004, first as the Division Chief for Workforce Planning and Analysis and, from September 2005-2011, as Office Director for Resource Management and Organization Analysis, Bureau of Human Resources.

He currently oversees the Department’s workforce planning, position management, pay, compensation, and overseas Foreign Service grade classification policies.  In 2006, he served temporarily for a year as the Director, Office of Civil Service Personnel.

A former career Air Force Officer, he spent his last two tours working organizational and human capital issues at the Air Force Personnel Center and for the Deputy Chief of Staff, Personnel at Headquarters Air Force. He spent eight years in private industry at LMI Government Consulting where he was first the Program Manager for the Workforce Management Program and then the Program Director for LMI’s Organizational Improvement program.

Mr. Lussier is a 2009 recipient of a Meritorious Executive, Presidential Rank Award.
