Andrew Mosley

R. Andrew Mosley's term ended on May 20, 2022.

Andrew Mosley currently serves as the Managing Director for Resources and Appropriation in the Office of Foreign Assistance (F), overseeing the Department of State’s and USAID’s foreign assistance-related budget formulation and execution processes. From October 2015 to March 2018, Andrew served as the Budget Formulation Lead for F and was responsible for the process to develop and submit the annual foreign assistance budget request to Congress from the Department of State and USAID.

Between May 2006 and October 2015, Andrew served various roles within the Bureau of Near Eastern Affairs (NEA) at the Department of State. He was the Division Chief for Policy and Program Coordination in the Office of Assistance Coordination and was responsible for overseeing the coordination and implementation of foreign assistance activities across the Middle East and North Africa. Previous to that, Andrew served as the Division Chief for Policy and Programming in the Office of the Middle East Partnership Initiative (MEPI), providing direction, oversight, and guidance for MEPI programming and its team of project officers. Andrew also served as MEPI’s Division Chief for Strategic Planning and Resources and was responsible for managing the office’s foreign assistance and administrative budgets, strategic planning efforts, and Congressional and public affairs outreach activities.

Andrew entered the civil service in 2005 as a Presidential Management Fellow at the Department of Commerce. He holds a Master’s Degree in Public Policy from the University of Maryland and a B.A. in Political Science and History from St. Mary’s College of Maryland.
