HomeBiographies...Raphael Carland hide Raphael Carland Deputy Assistant Secretary Bureau of Legislative Affairs August 14, 2022 - Present Raphael Carland, a career member of the Senior Executive Service, serves as the Deputy Assistant Secretary for Regional, Global, and Functional Affairs in the Bureau of Legislative Affairs. Previously, Mr. Carland served as the first Director of the Office of Knowledge Management in the Bureau of International Narcotics and Law Enforcement Affairs and before that as the Managing Director for Policy in the Office of Foreign Assistance. Prior to joining the Senior Executive Service in 2016, Mr. Carland was an office director in the Bureau of Conflict and Stabilization Operations. From 2010 to 2012, he worked on the staff of the Deputy Secretary for Management and Resources focused on Afghanistan and Pakistan. From 2004 to 2010, he was responsible for NATO and European security issues related to Afghanistan, Iraq, and Africa. During that time, he served in Afghanistan on Provincial Reconstruction Teams and was detailed to the Office of the Secretary of Defense. Before joining the State Department as a Presidential Management Fellow in 2004, Mr. Carland served as an officer in the U.S. Army.
