
Robert A. Raines's term ended on June 3, 2021.
Robert Raines serves as the Acting Director for Policy, Planning, and Resources in the Office of the Under Secretary for Public Affairs and Public Diplomacy (R/PPR).
Mr. Raines is a career member of the Foreign Service. He has served in overseas postings in Islamabad, Pakistan; Beijing, China; Quito, Ecuador, and Guangzhou, China. In Washington, Robert served on the National Security Council where he supported East and South Asia press issues and the Information Statecraft policy coordination process. Other domestic assignments include the National Defense University; Deputy Director in the Office of Public Diplomacy for the Near Eastern Affairs Bureau; and Acting Office Director in the Bureau of Conflict Stabilization Operations.
Robert received a master’s degree in International Security Studies at the National Defense University, College of International Security Affairs; a law degree from the University of Utah; and a bachelor’s degree in philosophy from Brigham Young University. Prior to joining the Foreign Service, Robert clerked for the Maine Supreme Judicial Court and practiced utilities litigation at Pierce Attwood in Portland, Maine.
