Vic Raphael served as the Deputy Assistant Secretary for Analysis and Production, Bureau of Intelligence and Research. His U.S. Government service expands over 40 years, most recently serving as the Director, INR’s Office of Analysis for East Asia and the Pacific, joining INR in 2002. He also served as Director Office of International Security Operations, State’s Political-Military Affairs Bureau, U.S. Defense Representative/Defense Attaché to Cambodia, Chief of the Defense Security Cooperation Agency’s Mideast/Latin America/African Office, Military Assistant in the Office of the Assistant Secretary of Defense for International Security Affairs, DIA Deputy Defense Intelligence Officer for East Asia-Pacific, and Deputy Chief of the Army Staff Reconnaissance and Surveillance Division. He has extensive experience intelligence analysis and operations, including all intelligence disciplines–Signals Intelligence, Human Intelligence and Imagery Intelligence. He is a member of the Senior Executive Service. His overseas postings include Germany, Korea, Malaysia, Philippines and Cambodia. He holds a Juris Doctor from The Catholic University of America, and has both a Master and Bachelor of Arts degrees in Government. He is a graduate of the U.S. Army War College and the Director of National Intelligence Fellows Program and received language training in Malay/Indonesian, Khmer, Tagalog and German.
