Building America’s Public Diplomacy Through a Reformed Structure and Additional Resources
This 2002 report makes two recommendations for redeveloping public diplomacy: reforming its structure and building its resources. To implement structural reform, the Commission recommends: issuing a Presidential Directive stating that public diplomacy is a strategic component of American foreign policy; fully implementing the White House Office of Global Communications; reviewing the consolidation of USIA into the State Department, integrating Congress into public diplomacy efforts; and involving the private sector in critical judgments about public diplomacy. For the allocation of resources, the Commission recommends that all parties involved should: recognize that money alone cannot fix the problems; assess the state of America’s readiness worldwide; and examine the nation’s public diplomacy investment as it relates to other aspects of the foreign affairs budget.
