The effort has led to hundreds of billions of dollars in potential energy infrastructure investment in 14 countries, helping support American companies. The U.S. Department of State’s Bureau of Energy Resources (ENR), in partnership with U.S. business association CEBA, created CEDI to give companies a seat at the table in the design of policy and regulations related their energy supply to generate economic growth and energy security. CEDI supports the growth of U.S. businesses, contributing to a more prosperous America. Through CEDI, companies are able to provide input on policies, such as grid access, tariff regulations, and energy procurement frameworks by sharing experiences via: Public-private roundtables that demonstrate the private sector’s energy requirements Regulatory and policy capacity building via the Bureau of Energy (ENR)’s Power Sector Program Corporate Energy Procurement Market and Policy assessments via CEBA ENR-led Energy Dialogues with partner countries Coordination with U.S government agencies and non-government partners Our Work Participating companies identified 14 priority markets where they are looking to invest in new facilities or expand existing ones. They want to diversify their supply chain and need reliable energy to power these operations. These markets include Australia, Brazil, India, Indonesia, Japan, Malaysia, Mexico, Nigeria, Singapore, South Africa, Republic of Korea, Thailand, the Philippines, and Vietnam. CEDI facilitates engagement with policy makers in target markets, recruits new companies to the initiative, helps with power market design, promotes experience sharing across markets, and aligns proposed government policies with private sector recommendations. ENR and CEBA collaborate to organize roundtables with governments and the private sector to share views on priority policy actions and opportunities. Relevant Corporate Procurement Policy Updates Through CEDI, stakeholders have provided feedback on policies and power sector planning: The Republic of Korea implemented revised guidelines on third-party Power Purchase Agreements (PPA), which are contracts intended to lower the barrier for companies and facilitate power trade. Vietnam approved a direct power purchase agreement (DPPA) mechanism, granting large electricity consumers the authority to purchase directly from generators. The Philippines expanded energy procurement options to allow energy consumers to choose their energy source on their electricity bill. The Philippines Department of Energy has requested input directly from companies on the implementation of this scheme. Thailand drafted a new energy tariff scheme and streamlined electricity regulations. The Thai government cited CEDI as having catalyzed the conversation on tariff design. History ENR, with support from CEBA, launched CEDI four years ago alongside senior officials from Indonesia, Nigeria, the Philippines, and Thailand and high-ranking executives from Amazon, Nike, HP, Ikea, Salesforce, and Walmart. Following its launch, ENR and CEBA formally established the CEDI Secretariat in 2022 with initial funding from Google.org and Amazon. The Secretariat plans and implements CEDI activities.
