Holmgren Key Topics Humanitarian Information Unit (HIU) Title VIII Grant Program Independent States and Dependencies Analytic Exchanges Geospatial Data Strategy Humanitarian Information Unit (HIU) HIU serves as a U.S. Government interagency center to identify, collect, analyze, and disseminate all-source information critical to U.S. Government decision-makers and partners in preparation for and response to humanitarian emergencies worldwide, and to promote innovative technologies and best practices for humanitarian information management. Learn More About the Humanitarian Information Unit Humanitarian Information Unit (HIU) Title VIII Grant Program INR administers the Program for Research and Training on Eastern Europe and Eurasia (Independent States of the Former Soviet Union) known as “Title VIII.” This Program provides funding for graduate-level research and foreign language training to U.S. scholars and students for the study of Eastern Europe and Eurasia (Independent States of the Former Soviet Union). Title VIII maintains U.S. expertise in these regions and brings open source, policy-relevant research to the service of the U.S. government. Title VIII grants are awarded through an open, national competition among eligible applicant organizations. Authority for this Program is contained in the Soviet-Eastern European Research and Training Act of 1983 (22 U.S.C. 4501-4508, as amended). Learn More About Lists of Independent States and Dependencies Independent States and Dependencies Analytic Exchanges INR’s Analytic Exchange Program convenes leading experts from academia, think tanks, nongovernmental organizations (NGOs), and private industry worldwide to participate in analytic exchanges. The Office of Analytic Outreach (AO) tailors analytic exchanges to align with and contribute to Department of State and Intelligence Community (IC) analytic and policy priorities. AO analytic exchanges offer new perspectives and analytical insights to thousands of IC analysts and U.S. Executive Branch policy makers. Analytic exchanges prepare State Department officials at all levels, including undersecretaries, assistant secretaries, and ambassadors, to formulate and advance U.S. foreign policy.
