In each country or region, the efforts of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) are guided by an annual Country/Regional Operational Plan (COP/ROP). Each COP/ROP is developed in close consultation with representatives from PEPFAR field teams, partner country governments, implementing partners, multilateral organizations, and civil society organizations, demonstrating the collective commitment of all partners to transparency, accountability, and impact.

This collection consists of the proposed U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Country/Regional Operational Plans (COPs/ROPs) for fiscal years 2007-2018. They are the proposed COPs/ROPs for bilateral resources submitted by the U.S. embassies in each country, excluding funding information for To Be Determined Partners.

Sustainability Indices and Dashboards (SIDs)

The Sustainability Index and Dashboard (SID) is a tool completed periodically by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) teams and partner stakeholders to sharpen the understanding of each country’s sustainability landscape and to assist PEPFAR and others in making informed HIV/AIDS investment decisions.

Based on responses to 90 questions, the SID assesses the current state of sustainability of national HIV/AIDS responses across 15 critical elements, with scores displayed on a color-coded dashboard. As the SID is completed over time, it will allow stakeholders to track progress and gaps across these key components of sustainability. Completion of the SID is optional for countries within regional programs.
