The Department prepared an SEIS regarding the proposed Enbridge Line 67 Expansion, consistent with the National Environmental Policy Act (NEPA), as part of its review of Enbridge’s Presidential permit application. The SEIS supplements the analysis completed in the June 2009 Final Environmental Impact Statement (2009 EIS) prepared as part of the Alberta Clipper Presidential permitting process. The 2009 EIS documented the environmental impacts of the construction, connection, operation, and maintenance of facilities at the United States-Canada border for Line 67 and associated facilities for importation of heavy crude oil from Canada.

The SEIS does not approve or deny the Presidential Permit application for the proposed Project. Instead, it assesses the potential environmental impacts that could result if the Presidential Permit application were approved or denied and associated cumulative effects. Consistent with NEPA, the Department has taken into account all other relevant requirements. In the course of its review, the Department solicited input from federal and state agencies, Indian tribes, stakeholder groups, and members of the public.

Previous Public Comment Periods


The public has an important role in the Presidential permit application review process for the proposed Enbridge Line 67 Expansion. The Department of State initially sought public input on the scope of the SEIS from March 15, 2013 to May 13, 2013. Due to substantial changes to the proposed Project, the Department held a second public comment period on the scope of its SEIS from August 18, 2014 to September 17, 2014. The Department solicited comments on the Draft SEIS during a 45-day public comment period that began February 10, 2017 and ended March 27, 2017. The Department considered all comments received during these periods.
