Summary
This position is located at the Department of State in the Bureau of Global Talent Management’s Family Liaison Office (GTM/FLO) in Washington, DC. The incumbent of this position reports to the Division Chief and receives day-to-day guidance from GTM/FLO’s Communications and Outreach Officer in managing GTM/FLO’s social media program to include building and implementing social media strategy, and developing, editing and publishing content on various social media platforms. The incumbent is responsible for marketing GTM/FLO and its programs on social media and also participates in the planning and implementation of GTM/FLO outreach activities.
The position is based in Washington, DC and may require occasional travel. After successfully performing the required duties in Washington, DC, at the discretion of GTM/FLO management, the incumbent may be eligible to serve in this position as a Domestic Employee Teleworking from Overseas (DETO), depending upon FLO staffing, time zone, and other factors.
About FLO
GTM/FLO was established in 1978 to improve the quality of life of Foreign Service employees and their family members. GTM/FLO assists both employees and family members in the areas of family member employment, education, crisis support, unaccompanied tours, and expeditious naturalization. In addition, GTM/FLO provides support to evacuees from overseas missions, is the functional office for the worldwide Community Liaison Office program, and organizes Washington, DC, and overseas training workshops annually. GTM/FLO produces a variety of publications and electronic media, and its staff participate in numerous presentations in Foreign Service Institute (FSI) courses, to other agency personnel, and to post communities overseas. GTM/FLO not only serves employees and family members from the Department of State, but also fields questions and makes referrals for many agencies with personnel abroad including the U.S. Agency for International Development, the U.S. Foreign Commercial Service, the U.S. Department of Justice, and the U.S. Department of Homeland Security.

Major Duties
- Serves as community manager for GTM/FLO’s social media platforms (Facebook and YouTube) and monitors other Foreign Service social media communities; researches emerging social media opportunities and makes recommendations on expanding or changing GTM/FLO’s social media programs;
- Monitors and analyzes available statistical data, including webpage traffic, to identify discussion points, campaign ideas, and marketing strategies that will attract the target audience and increase engagement on social media platforms;
- Develops and recommends marketing strategies affecting the long-term and short-term goals of the social media programs based off analysis of program metrics and provides comprehensive assessment of the social media program;
- Creates and/or re-purposes content and maintains a schedule for social media posts for effective use across multiple platforms.Tailors text, photos, videos, webinars and/or other multimedia projects to reach target audiences, ensuring that GTM/FLO programs and services are clearly presented in a concise, up-to-date, user-friendly format;
- Ensures consistent branding in accordance with established GTM/FLO guidelines, recommending updates and changes needed to conform to the requirements for social media and the State.gov website. Based on Department regulations and policies, ensures that site content is properly safeguarded and that information is not released to unauthorized parties;
- Ensures program compliance by evaluating the program effectiveness on providing a platform for interaction and information and resource sharing as a means of informing GTM/FLO clients about GTM/FLO’s mission and programs; and attends and organizes briefings and outreach events.
Qualifications (Ranking Factors)
The successful candidate must have:
- A minimum of 2 years of experience living in a Foreign Service community abroad as an Eligible Family Member (EFM) or Member of Household (MOH). Please provide start and end dates for qualifying periods;
- Demonstrated ability to research, interpret, and apply complex government regulations;
- Demonstrated proficiency with Microsoft Office 365 (specifically Outlook, Word, Excel and PowerPoint), and Adobe Creative Cloud applications to include: In Design,Illustrator, Photoshop, Acrobat, Premier, and Spark;
- Demonstrated ability to write clearly and concisely on technical and non-technical matters for a variety of audiences and ability to compile and analyze information and produce reports based on data;
- Demonstrated ability to interact well with others, exhibiting good customer service and teamwork skills; and ability to multi-task and prioritize appropriately under time constraints;
- Demonstrated ability to administer communities using a variety of social media platforms, to include social media metrics and social media engagement for professional use.
