This stage is designed to articulate priorities within the Department’s regions and functional areas and outline specific tradeoffs necessary to bring resources into alignment with State Department/USAID goals and objectives. The FBS is also a tool used to inform budget decisions, advise Integrated Country Strategies, and shape performance reviews.
