The position is located in the Family Liaison Office (FLO), Bureau of Global Talent Management, Department of State. The incumbent of this position carries out duties in conjunction with FLO’s education and youth programs and services. The incumbent reports to the Division Chief. This position is located in Washington, DC and may require some travel. After successfully performing the required duties in Washington, DC, at the discretion of FLO management, the incumbent may be eligible to serve in this position as a Domestic Employee Teleworking from Overseas (DETO), depending upon FLO staffing, time zone, and other factors.
The Family Liaison Office was established in 1978 to improve the quality of life of Foreign Service employees and their family members. FLO assists both employees and family members in the areas of family member employment, educational counseling, crisis support, unaccompanied tours, and expeditious naturalization. In addition, FLO provides support to evacuees from overseas missions, is the functional office for the worldwide Community Liaison Office program, and organizes Washington, DC and overseas training conferences annually. FLO produces numerous publications and electronic media, and its staff participate in numerous presentations in Foreign Service Institute (FSI) courses, to other agency personnel, and to post communities overseas. The Family Liaison Office serves employees and family members not only from the Department of State, but also fields questions and makes referrals for many agencies with personnel abroad including the U.S. Agency for International Development, the U.S. Foreign Commercial Service, the U.S. Justice Department, and Peace Corps.

- Perform program support work, such as planning, research, analysis, correspondence control, and communication; liaise with FLO clients, respond to inquiries and requests for assistance and information; and update guidance.
- Provide client services, including information, resources, referrals, and guidance related to education and youth concerns.
- Create and maintain various statistical records and databases depending on program needs. Maintain resource files relevant to the target program and carry out bibliographic and internet research as requested. Assist with keeping FLO’s Education and Youth related web pages current.
- Carry out special projects, facilitating open exchange of ideas and collaboration among colleagues.
- Prepare and update cables and Department Notices.
- Assist in producing and preparing briefing materials; conduct briefings for the Education and Youth portfolio, as needed.
Qualifications (ranking factors)
The successful candidate must have:
- Minimum three years of experience living in a Foreign Service community abroad as an Eligible Family Member (EFM) or Member of Household (MOH)
- Demonstrated knowledge of and keen interest in the wide-ranging educational issues that relate to Foreign Service life from preschool to college admissions.
- Excellent customer service skills, including the ability to provide guidance and referral services, and the ability to maintain confidentiality;
- Demonstrated ability to interact effectively with clients, teammates, and managers at multiple levels of an organization, in order to gather and analyze information about agency processes and programs;
- Experience conducting adult training programs with a variety of presentation formats; the ability to speak and write clearly and concisely on technical and non-technical topics;
- Demonstrated ability to prioritize and multi-task under time constraints, including writing reports, letters, and/or analyses with recommendations for programs, policies, and activities, often using tools such as Microsoft Office, e.g., Access, Excel and Publisher.

A cover letter should not be substituted for the supplemental statement.
- For Federal employees (including former employees and those in the Foreign Service Family Reservice Corp (FSFRC) or Intermittent No Work Scheduled (INWS)):
- Most recent Performance Appraisal Report or EER (even if several years old), or, if one does not exist, Form DS-1812 or equivalent form from another agency; and
- Most recent SF-50 (even if several years old)
- For applicants without Federal employment experience, performance appraisals are optional.
- Veterans must demonstrate proof of eligibility by submitting their DD-214 (member copy 4), SF-15, and VA Letter (if applicable).
